As an Infrastructure Provider Category-I, JDPD is strategically positioned to develop and provide eligible passive infrastructure assets, subject to the applicable regulatory framework and authorisation.
This lets operators and digital infrastructure companies extend reach without carrying the cost, permissions and timelines of building duct and fibre themselves — while retaining complete control of the active network and the traffic on it.

What is an Infrastructure Provider Category-I (IP-I)?
An IP-I is registered with the Department of Telecommunications to establish and provide passive telecom infrastructure assets — such as dark fibre, Right of Way, duct space, towers and poles — on lease, rent or sale to authorised telecom licensees. An IP-I does not provide telecom services itself.
What does 'passive infrastructure' mean?
Passive infrastructure is the physical, non-electronic layer of a network: the ducts, the fibre strands, the trenches, the towers and the poles. The active electronics that light the fibre and carry traffic remain with the authorised operator.
Who can take infrastructure from JDPD?
Eligible users under the applicable framework — including authorised telecom licensees, internet service providers, digital infrastructure companies and other permitted entities — subject to the necessary authorisations.
How is dark fibre provided?
Dark fibre is provided as unlit fibre pairs on a lease basis over defined routes. The user lights the fibre with their own equipment and retains full control of the traffic carried over it.
Can JDPD build a dedicated route for us?
Yes. We undertake dedicated route build-outs — survey, RoW, civil works, duct, OFC and commissioning — as well as capacity on routes we develop. Share your route and requirement and we will revert with an approach.
